According to Field Guide to Plant Galls of California and
Other Western States by Ron Russo, this gall fits the description
of the Jellybean Gall Midge gall: "Galls ...seen in March were
 lime
green. This midge has been found from Utah west into the
 Tehachapi
Mountains and the Mojave Desert".  Also "...jellylike
but hard..glutinous
blobs...small protuberances over the top
with green coloration
around the base."  We have had a late
winter, so the coloration of these galls is right. ┬ęCarol Davis
