When I saw this in the Jordanelle dam wetlands in the Heber Valley area
my first thought was "small wasp". Carol Davis 6-6-2010

The larvae of these sawflies feed on alder, willow, and birch.

sawfly
It was tough shooting these photos as the sawfly was trying to get
away without actually leaving the tree.  I got enough information
for the experts at Bugguide.net to identify it as as adult Striped Alder
 Sawfly.
You can see pictures of the striped larvae on Bugguide.net
