While photographing Western Pygmy Blue butterflies, I saw this
 tiny monster-headed
fly with a squatty body and clear wings.

Western Pygmy Blue butterflies are very small, so
you  can see how small the Phasia Tachnid flies (on
 the right) are in comparison.  Phasia are parasites
of
tiny, tiny Spittlebugs, according to Bugguide.
